is there a way to make a pictures and icons on a form

Hi, everyone I want to make a program that its a big circle and you move the mouse and the icon gets bigger every time you click a icon or pictures and it moves when every time you want to click on a icon, is this possible, I hop everyone know what im talking about I will post a pictures form paint . if you would like to see what i mean the picture will not look that good :D thanks
